So the RSS feed may not be necessary.
With the quickie javascript solution, the archive server will know when to scrape.
With the long term solution the CMS will automatically push the changes to the archive servers.
The Archive Servers themselves will be clonable and will take that type of traffic off of the live site.
We would like to have duplicate copies kept in various locations like archive.org and govtrack.us.
But we can add an RSS feed to the archive servers but not needed because of cloning aspect.
