01) Hi! Who are you?

We are Legion! Just kidding. But barely just. We are a concerned group of people who what the information put out by the government to be more easily accessed than it already is.

02) What is citiability?

The ability to cite stuff. Or more specifically, a citation is a reference to a published or unpublished source (not always the original source).... A prime purpose of a citation is intellectual honesty; to attribute to other authors the ideas they have previously expressed, rather than give the appearance to the work's readers that the work's authors are the original wellsprings of those ideas. 03) Why is it important?

Because we said so! How many times have you written down or emailed a link to a friend, only to have that link disappear before your friend could see it? Now imagine trying to do research with public data and having the data disappear before your paper has a chance to be published. Or even try to make public policy changes with data that no longer backs up your main proposal.  That would make you look somewhat foolish, and frankly, is just plain annoying.
